Allen Morris Acquires Savanna’s West Palm Beach Site for $16.8M, Plans Pine Street Residences
Allen Morris and Savanna plan Pine Street Residences, a 14-story community with 305 rental homes in West Palm Beach. The Oppenheim-designed project includes retail, a landscaped park and an anticipated Q4 2027 construction start.
The Allen Morris Company is planning Pine Street Residences, a 14-story, Class A rental community with 305 homes in West Palm Beach, in partnership with Savanna. The Coral Gables developer acquired the approximately 1.4-acre assemblage from Savanna for $16.8 million and will lead the development as managing member.
Located on Pine Street between North Flagler Drive and U.S. 1, the property is one block from the Intracoastal Waterway. The site includes 1830 North Dixie Highway and adjoining Pine Street parcels, placing the project within the city’s emerging residential corridor.
Oppenheim Architecture is designing the development, with Baker Barrios serving as architect of record. Allen Morris’ project materials outline approximately 210,000 square feet of residential space and 5,000 square feet of ground-floor retail, combining rental housing with new activity at street level.
The plan calls for a landscaped park organized around a monumental banyan tree, along with a curated dining concept. Renderings supplied by The Allen Morris Company show curved balconies, planted terraces and landscaped pedestrian areas that connect the building to its surroundings.
The residences are intended for young professionals seeking design-focused homes at attainable rents, according to the company’s project materials. Specific rental rates and a detailed apartment mix have not been announced. The materials identify financing through HUD’s Section 221(d)(4) program and anticipate a fourth-quarter 2027 construction start, with completion targeted for the fourth quarter of 2029.
Pine Street Residences joins Olara and Shorecrest along a growing West Palm Beach residential corridor. Allen Morris points to institutional expansion involving ServiceNow, Cleveland Clinic and Vanderbilt University as part of the area’s broader growth. The proposed project also extends a South Florida portfolio that includes Ponce Park in Coral Gables and Ziggurat in Coconut Grove. Plans and anticipated dates remain subject to change.

A major new development is set to reshape downtown West Palm Beach as Gilbane, in partnership with Palm Beach Atlantic University (PBA), has reached financial close on a $240 million public-private partnership aimed at expanding student housing and enhancing the city’s urban core.
A major new development is set to reshape downtown West Palm Beach as Gilbane, in partnership with Palm Beach Atlantic University (PBA), has reached financial close on a $240 million public-private partnership aimed at expanding student housing and enhancing the city’s urban core. The project, approved by the Palm Beach County Board of Commissioners, will deliver a 25-story, mixed-use student housing tower at the intersection of Acacia Road and Dixie Highway, adding much-needed residential capacity for the university’s growing student population.
The 319,000-square-foot development will include 990 student beds across 275 apartment-style units, along with extensive amenities designed to enrich campus life and foster community engagement. Additional components include a 28,000-square-foot dining hall, a 14,000-square-foot fitness and recreation center, and an 8.5-level parking garage offering 704 spaces, as well as over 230 stalls for bicycles and e-bikes. The project is funded through revenue-backed bonds issued by Palm Beach County, ensuring no direct use of taxpayer funds.
“This project will provide more housing options for students and help ease pressure on the local housing market,” said Jeffrey Resetco, Senior Development Director at Gilbane Development. “We are committed to delivering state-of-the-art facilities that support student life and contribute to the broader vitality of downtown West Palm Beach.”
The initiative is a collaborative effort among multiple firms, with Gilbane Development serving as project developer, Gilbane Building as the design-builder, and Cube3 leading the architectural design. Urban Design Studio, Shutts & Bowen, and Kimley-Horn contributed expertise in planning, legal, and traffic engineering to secure entitlements and refine the project’s scope. The tower’s design draws from the architectural language and vibrancy of downtown West Palm Beach, aligning with city priorities for connectivity, sustainability, and walkability.
Gilbane, Inc., a private holding company with a more than 155-year history, is one of the oldest and largest family-owned construction, investment, and real estate development firms in the world. Gilbane Development is the project development, financing, and ownership arm of Gilbane, providing a full slate of real estate development and property management services. Gilbane Building is a full-service construction services firm providing preconstruction, general contracting, construction management, and design-build services on some of the nation’s most complex projects. Gilbane’s Public Private Partnership Group has delivered or has underway more than $4.4 billion in P3 projects for healthcare, higher education, K-12 schools, and federal/state/municipal clients.
Construction is slated to begin in summer 2025, with completion targeted for August 2027, in time for the 2027-2028 academic year.
PBA President Dr. Debra A. Schwinn emphasized the project’s significance for both the university and the surrounding community. “This transformative development reflects our commitment to whole-person education and our role in shaping downtown West Palm Beach, now recognized as Wall Street South,” Schwinn said.
The student-focused design incorporates a range of indoor and outdoor spaces to promote academic success, well-being, and social connection. Lounges for games, study, wellness, and relaxation will complement outdoor pathways and landscaped areas aimed at encouraging environmental mindfulness and community interaction. The pedestrian-friendly infrastructure includes ADA-compliant features, smart parking technology, and green elements to integrate the development within the city’s evolving urban environment.
Once complete, the project is expected to bolster student housing capacity, reduce off-campus housing demand, and support West Palm Beach’s ongoing growth as both an educational hub and a destination for investment and development.

Panther National, the first new private golf club to open in Palm Beach County in two decades, officially opened its golf course on November 17, designed by legend Jack Nicklaus and PGA TOUR star Justin Thomas, a first-time collaboration for the pair. Envisioned by Swiss developer, Dominik Senn, the highly anticipated club brings a luxury residential enclave and championship golf to South Florida. The 18-hole championship course, playable from up to 8,000 yards, boasts steep elevation changes and dramatic characteristics unlike any other course in the state. The golf course accompanies Panther National’s Signature Estate Homes and Custom Estate Homesites, delivering an elite, best-in-class experience to members and residents.
Panther National celebrated the course opening with a Pro Exhibition Match on November 17 featuring six stars on the PGA and LPGA Tours including Justin Thomas – a partner of Panther National – Rickie Fowler, Xander Schauffele, Morgan Hoffmann, Erik van Rooyen, and Lexi Thompson. In tandem with the opening, Panther National will soon announce an elite team of brand ambassadors for the golf club, in addition to Thomas, Schauffele, Hoffmann, Villegas, and Thompson. As ambassadors for Panther National, these players will engage with members through a variety of events and activations year-round to showcase this exceptional new private golf community in Palm Beach Gardens.
“Panther National sits on the last parcel of premium, developable land in Palm Beach County, where we are proud to offer a visually stunning and environmentally sensitive golf course as the cornerstone of our modern, lifestyle community redefining luxury in the region,” says founder and president, Dominik Senn. “The opportunity to bring an unprecedented level of elegance to the game in an area where private golf options have been underserved for years is something in which we take great pride, and we look forward to providing current and prospective owners and members a distinctive experience both on and off the links.”
Combining the best of Nicklaus’s traditional design approach with the modern perspective of Thomas, one of the most talented young players in the world, Panther National’s championship course introduces an unparalleled new golf experience to the region. The intricacies of the course will challenge the world’s best players through a variety of risk-reward shot options yet allow playability for members with large landing areas and receptive greens. Design components include double fairways, deep bunkers, and expansive sandy waste areas; downhill tee shots uncommon to South Florida; uphill and semi-blind approach shots. A detailed, 18-hole course description can be found here.
“From the start, the vision was clear – to create a golf experience unlike any other found in South Florida,” said 18-time major champion and course designer, Jack Nicklaus. “Every opportunity to design a golf course brings challenges, but in the case of Panther National, uniqueness triumphs. You won’t find any golf course remotely close to it in South Florida.”
The collaboration between Nicklaus and Thomas represents the first time the two have teamed up on a golf course project and Thomas’ first foray into golf course architecture.
The course at Panther National will be complemented by world class training facilities featuring state-of-the-art ball tracing technology, elite PGA professionals to provide tailored instruction, an indoor simulator, putting room, and high-end fitness training equipment. Flexible enough to accommodate golf’s top professionals and club members, its practice area offers target greens constructed with Trinity Zoysia grass so the ball will react the same as when landing on the championship course’s greens. The targets are sized appropriately for shot length, equal to a PGA TOUR average shot for the specific distance. The short game area is also incredibly unique allowing golfers to train for all the greenside shots found at Panther National or at any course in the world. In addition, members can take advantage of Panther National’s fitting facility with custom fitting, stocked premium clubs, and shafts from all major equipment manufacturers.
Golfers of all skill levels will enjoy playing on the community’s 9-hole, par-3 practice course plus a short game area. Holes vary from 90 to 200 yards with approach shots similar to those players will encounter on the championship course and an island green that resembles the famous 17th hole at TPC Sawgrass. Panther National’s putting course – dubbed “The Cub,” and inspired by the Himalayas Putting Course at St. Andrews – sits on nearly one acre.
“Today will prove to be a pivotal and monumental moment in my professional career,” said two-time PGA Champion and course designer, Justin Thomas. “Embarking on this journey with Jack, Dominik and their teams has been an unforgettable and invaluable experience. To see how a project comes to fruition, from the groundbreaking to the grand opening tee shot and all the site visits in between, this was such an inspirational endeavor that would not be possible without the hard-work and countless hours spent by all involved to make this dream a reality.”
Panther National’s team of exceptional professionals and support members include CEO, Frank Weed; Director of Golf, Tom Dyer; Head Golf Professional, Adam Schafer; Director of Agronomy, Steve Ehrbar; Director of Outside Operations/Caddie Master, Jake LaMore; assistant outside operations supervisor, Sam Martin; and assistant professionals, Joe Flynn, Kyle Hargreaves, and Dilan Bartko.
Complementing the golf course, Panther National’s residential offering includes 218 custom, modern estates combined with premium community amenities for an unparalleled lifestyle experience unlike anything else in the country. The private enclave is set on approximately 400 acres surrounded by the Avenir Conservation Area, a 2,400-acre conservation area. Panther National’s residences pair sleek, modern elegance with visionary, environmentally sensitive engineering for a sophisticated and effortless residential destination.
Panther National’s expansive, contemporary Clubhouse will feature Michelin-inspired cuisine with captivating European influence and a premium, curated selection of wine and spirits; expansive men’s and women’s locker rooms; an event lawn; and courtyard with a fire pit. Forest Development has locked down a $269 million construction loan for Nautilus 220, a 330-unit luxury condominium project that is the first of its kind in Palm Beach County’s Town of Lake Park. Nautilus 220 will be 24-story twin condo towers on the water with a restaurant from renowned chef David Burke and many amenities.
Forest Development has locked down a $269 million construction loan for Nautilus 220, a 330-unit luxury condominium project that is the first of its kind in Palm Beach County’s Town of Lake Park. Nautilus 220 will be 24-story twin condo towers on the water with a restaurant from renowned chef David Burke and many amenities in the once-overlooked town just across the Intracoastal Waterway from Singer Island. Nautilus 220 is already 60% pre-sold. Prices range from the $800,000s to more than $3 million.
The loan was arranged by Concord Summit Capital, LLC (“Concord Summit”) and provided by Fortress Investment Group to the Peter Baytarian-led Forest, which recently brought on Daniel Kodsi of Royal Palm Companies as a co-general partner in Nautilus 220. Concord Summit Director Justin Morrow and Managing Director Kevin O’Grady, both of Concord Summit’s Miami office, sourced the financing on behalf of the borrowers. Construction is underway, with an estimated completion in the second quarter of 2024. The project’s floating sales center is located on a barge in the Lake Park marina.
“This was an exciting transaction to work on, given the unique nature of this project,” Morrow said. “The borrowers are visionary developers who are bringing a resort-style waterfront living experience to Lake Park. Nautilus 220 truly has no counterpart in the market.”
“It has been a pleasure working with Concord Summit Capital over the past two years as they guided us through more than 13 financing opportunities for our Nautilus 220 mixed-use development in Lake Park,” said Baytarian, Managing Partner, Forest Development.” “The team saw the value of this project at the outset, and with their professional and invaluable expertise, as well as relationships in the industry, secured the perfect lender for us and this project.”
“We successfully leveraged our strong relationship with the team at Fortress to complete the transaction,” O’Grady said. “It was a pleasure to have the opportunity to work with them again. Nautilus 220 should continue to experience brisk sales activity, as the one-of-a-kind project fills a void for brand-new waterfront condos in northern Palm Beach County.”
Nautilus 220’s residences include a mix of one-to-four-bedroom condos ranging from 1,100 to 3,400 square feet, with a variety of floor plans offering unobstructed water views. Penthouses come with 2,000-square-foot private rooftop terraces, plunge pools, summer kitchens and 12-foot ceilings. The project includes a one-acre outdoor amenity deck and additional amenities including mini-bowling, billiards and card tables, a multipurpose soundproof studio for music and podcasts, golf simulator, theater lounge, club room and more.
The towers are being constructed alongside an active marina with 100 slips accommodating boats up to 100 feet. The development also has easy inlet access for water sport recreation from snorkeling and scuba diving to jet skiing, kayaking and paddle boarding.
Burke, the acclaimed restaurateur, selected Nautilus 220 as the location for his first Florida restaurant. The two-level, 7,500-square-foot waterfront restaurant with indoor and outdoor seating will feature modern American cuisine.
Kast Construction is the project’s general contractor. Interiors by Steven G. is the project’s interior designer.

The Pennsylvania-based Morgan Properties has acquired three apartment communities in West Palm Beach totaling 622 units. Berkadia International Solutions’ Senior Managing Director Jaret Turkell along with Senior Managing Director Roberto Pesant, Associate Omar Morales and Senior Analyst Jose Mota of Berkadia Miami completed the $132.5 million sale on behalf of the seller, Massachusetts-based Northland Investment Corporation. The properties which traded include Windward at the Villages, The Royal St. George and Village Place. The deal was financed with a bridge loan secured by Director TJ Piper of Berkadia Philadelphia.
“An unprecedented wave of corporate relocations to West Palm Beach in the last year, combined with a shortage of rental housing in Palm Beach County, has produced a very tight apartment market with strong rent growth drivers,” said Turkell. “As a result, investor appetite for well-located multifamily assets has been extremely strong and is projected to remain that way for the foreseeable future.”
Windward at the Villages is located at 1441 Brandywine Road. The 196-unit property features one- and two-bedroom floor plans with air conditioning, a private balcony and in-unit washers and dryers. Community amenities include a swimming pool, a fitness center, a tennis court and a playground.

Fort Lauderdale-based Affiliated Development has started construction on the highly anticipated mixed-income workforce housing project, The Grand, after closing on financing. The Grand was capitalized by a $53 million first mortgage from Bank United and an investment from Affiliated Housing Impact Fund, LP and a private family office.
Located in downtown West Palm Beach between 2nd and 3rd Street along Rosemary Avenue, The Grand is walking distance to the city’s newest office complexes, shopping, dining, and entertainment venues, as well as the Brightline and Tri-Rail stations. Fit with luxury finishes, features and amenities, the 8-story building will offer 301 one and two-bedroom apartments and 9 three-bedroom townhomes with ground floor commercial space.
The Grand is being constructed by Moss & Associates and was designed by MSA Architecture. Expected completion is slated for Spring 2023.
The Grand celebrates a successful collaboration between public and private entities to address both redevelopment and housing. In December 2019, the West Palm Beach CRA and city’s Housing & Community Development department awarded the developer $15 million in various funding incentives to bridge the funding cap and help finance the project.
“Our goal is to work with our city and CRA partners to create a transformative project that ignites redevelopment activities within the CRA target area and increases the quality of life for the city’s residents,” says Jeff Burns, Co-Founder and CEO of Affiliated Development. “West Palm Beach’s leadership and staff have been amazing to work with, and we are excited to play a role in this city’s evolution.”
The project will offer downtown class-A living and rents the average resident can afford. As part of the city and CRA funding incentives, the developer agreed to restrict 2/3 of the units at various income levels starting at 80% of AMI.
“Affiliated Development’s $81 million investment into the city’s historic Northwest community represents the single largest private investment in this neighborhood’s history and will deliver much needed workforce housing for our city’s residents,” said West Palm Beach Mayor Keith A. James. “This project supports the city’s efforts to build stronger neighborhoods and to provide better connections for residents between their home and their job.”
The project supports Mayor Keith James’ “500 in 3” initiative, an effort to create 500 workforce and/or affordable housing units in West Palm Beach within three years.
West Palm Beach is experiencing a wave of new residents and economic development as the city is quickly becoming a prime financial center for firms relocating from New York and other U.S. markets.
“Recent job growth has exacerbated the housing need,” explains Nick Rojo, Co-Founder and President of Affiliated Development. “As a longtime resident, it’s especially meaningful for me to help deliver such an impactful and transformative project to the city.”
In December 2020, Affiliated Development announced the successful closing of their $125 million housing impact fund to capitalize the company’s projects and tackle the region’s workforce housing crisis, largely comprised of local public pension plans. Affiliated Development has found a niche in public-private-partnership development and have over one-thousand workforce units in the pipeline throughout South Florida.
