Allen Morris Co., a diversified Southeast real estate development firm developing Ponce Park Coral Gables and Ziggurat Coconut Grove, has revealed a public-private partnership with the City of Coral Gables and Agave Holdings, owner of The Plaza Coral Gables, for the redesign and cultural reactivation of Fred B. Hartnett Ponce Circle Park.

The $10+ million project is funded through a three-way public/private partnership among the Allen Morris Company, the City of Coral Gables and Agave Holdings. Allen Morris Company is also guaranteeing any cost overruns beyond the committed amounts, underscoring its commitment to delivering the project as designed.

“World-class cities are defined by their parks and public spaces,” said Mayor Vince Lago. “The transformation of Ponce Circle Park is another step in our commitment to creating exceptional open spaces that strengthen our downtown and enhance the quality of life for generations to come.”

"Every great city is remembered by its public spaces. They become the places where people gather, celebrate, reflect, and create memories across generations. Fred B. Hartnett Ponce Circle Park sits at the heart of Coral Gables, surrounded by many of the city's most important destinations, and we have a rare opportunity to help create a park that truly belongs to the community. Working alongside the City of Coral Gables and Agave Holdings, our goal is to create a place of lasting beauty—one that enriches daily life, reflects the character of Coral Gables, and serves as a source of pride for generations to come," said W.A. Spencer Morris, President of Allen Morris Co.

The initiative reflects Coral Gables’ long-standing tradition of public-private collaboration, where civic ambition and private investment combine to shape enduring public spaces.

"I am incredibly proud that Allen Morris Co. and the City of Coral Gables shared the transformative vision to reimagine Ponce Circle as a functional, timeless, and elegant public park. Chic, sophisticated, inviting, and European in spirit, the park reflects the magic that happens when great minds, thoughtful planning, and exceptional design come together to create a lasting legacy for residents, visitors, and everyone who lives, works, and gathers in our city," said Maricris Longo, Coral Gables resident, real estate investor, and community advocate.

Public art centerpiece

A defining feature of the renewed park will be Puffed and Inverted Star II, a monumental polished aluminum sculpture by Frank Stella, installed in a reflecting pool at the north end of the park. The sculpture was acquired by the City of Coral Gables following the recommendation of the Cultural Development Board. Stella passed away in May 2024 at the age of 87, making this a posthumous public installation of one of his final large-scale works. The sculpture will become an instant landmark, a defining visual element of downtown Coral Gables, and a destination.

A historic civic space reimagined

Fred B. Hartnett Ponce Circle Park, located at 2810 Ponce de Leon Boulevard, has been a civic gathering place since the early development of Coral Gables in the 1920s under founder George Merrick. Originally designed by landscape architect William Lyman Phillips, the park has long served as a central point within the city’s historic urban fabric. This project marks the most comprehensive reimagining of the park in its history, positioning it for its next century as a civic and cultural anchor for the community.

Design team and ecological approach

The architectural and landscape vision for the park is led by Maria de la Guardia of de la Guardia Victoria Architects & Urbanists, a Coral Gables-based firm known for its context-sensitive approach rooted in classical architecture and urbanism, in collaboration with Andres Arcila of Naturalficial. Planting design is developed in coordination with Fairchild Tropical Botanic Garden, ensuring a resilient, biodiverse, and regionally appropriate landscape strategy.

Integrated public realm improvements

In addition to the park redesign, the project includes a coordinated set of streetscape and infrastructure upgrades along Ponce de Leon Boulevard and Almeria Avenue to University Drive. Improvements include enhanced pedestrian crossings, raised crosswalks, speed tables, and a new stormwater drainage system, all designed to improve safety, connectivity, and walkability. Together, the park and streetscape interventions will create a more unified and accessible civic corridor.

The Odeon: a new cultural venue

At the center of the redesigned park will be the Odeon, an open-air performance structure designed to host year-round programming including concerts, theatrical performances, civic events, fitness classes, and cultural gatherings. When not programmed, the Odeon will function as flexible public seating, ensuring continuous activation of the space throughout the day and evening.

Project leadership and timeline

Allen Morris Company is serving as Development Manager for the project, overseeing design, permitting, and construction through completion. The Coral Gables City Commission has unanimously approved the project, and a Development Management Agreement has been executed between all parties. Construction is scheduled to begin in January 2027, with completion anticipated in the first quarter of 2028.

A major new development is set to reshape downtown West Palm Beach as Gilbane, in partnership with Palm Beach Atlantic University (PBA), has reached financial close on a $240 million public-private partnership aimed at expanding student housing and enhancing the city’s urban core.

A major new development is set to reshape downtown West Palm Beach as Gilbane, in partnership with Palm Beach Atlantic University (PBA), has reached financial close on a $240 million public-private partnership aimed at expanding student housing and enhancing the city’s urban core. The project, approved by the Palm Beach County Board of Commissioners, will deliver a 25-story, mixed-use student housing tower at the intersection of Acacia Road and Dixie Highway, adding much-needed residential capacity for the university’s growing student population.

The 319,000-square-foot development will include 990 student beds across 275 apartment-style units, along with extensive amenities designed to enrich campus life and foster community engagement. Additional components include a 28,000-square-foot dining hall, a 14,000-square-foot fitness and recreation center, and an 8.5-level parking garage offering 704 spaces, as well as over 230 stalls for bicycles and e-bikes. The project is funded through revenue-backed bonds issued by Palm Beach County, ensuring no direct use of taxpayer funds.

“This project will provide more housing options for students and help ease pressure on the local housing market,” said Jeffrey Resetco, Senior Development Director at Gilbane Development. “We are committed to delivering state-of-the-art facilities that support student life and contribute to the broader vitality of downtown West Palm Beach.”

The initiative is a collaborative effort among multiple firms, with Gilbane Development serving as project developer, Gilbane Building as the design-builder, and Cube3 leading the architectural design. Urban Design Studio, Shutts & Bowen, and Kimley-Horn contributed expertise in planning, legal, and traffic engineering to secure entitlements and refine the project’s scope. The tower’s design draws from the architectural language and vibrancy of downtown West Palm Beach, aligning with city priorities for connectivity, sustainability, and walkability.

Gilbane, Inc., a private holding company with a more than 155-year history, is one of the oldest and largest family-owned construction, investment, and real estate development firms in the world. Gilbane Development is the project development, financing, and ownership arm of Gilbane, providing a full slate of real estate development and property management services. Gilbane Building is a full-service construction services firm providing preconstruction, general contracting, construction management, and design-build services on some of the nation’s most complex projects. Gilbane’s Public Private Partnership Group has delivered or has underway more than $4.4 billion in P3 projects for healthcare, higher education, K-12 schools, and federal/state/municipal clients.

Construction is slated to begin in summer 2025, with completion targeted for August 2027, in time for the 2027-2028 academic year.

PBA President Dr. Debra A. Schwinn emphasized the project’s significance for both the university and the surrounding community. “This transformative development reflects our commitment to whole-person education and our role in shaping downtown West Palm Beach, now recognized as Wall Street South,” Schwinn said.

The student-focused design incorporates a range of indoor and outdoor spaces to promote academic success, well-being, and social connection. Lounges for games, study, wellness, and relaxation will complement outdoor pathways and landscaped areas aimed at encouraging environmental mindfulness and community interaction. The pedestrian-friendly infrastructure includes ADA-compliant features, smart parking technology, and green elements to integrate the development within the city’s evolving urban environment.

Once complete, the project is expected to bolster student housing capacity, reduce off-campus housing demand, and support West Palm Beach’s ongoing growth as both an educational hub and a destination for investment and development.

MV Real Estate Holdings Locks Down Construction Loan And Breaks Ground On Miami Senior Affordable Housing Development

The first project in collaboration between Miami-Dade Public Housing and Community Development (PHCD), Miami-Dade Parks, Recreation and Open Spaces (PROS), and Miami-Dade Transportation and Public Works (DTPW) with the private sector created to provide attainable housing solutions to seniors has been given the green light to begin construction. MV Real Estate Holdings, LLC is set to break ground on the highly anticipated Ludlam Trail Towers on March 14.

MV Real Estate Holdings, LLC is set to break ground on the highly anticipated Ludlam Trail Towers on March 14 in Miami, Florida. Positioned between Coral Way and Southwest 69th Avenue intersection, the project is estimated to cost $25 million.

Centennial Bank provided a $7.5 million construction loan to Ludlam Trail Towers, LLC. The Bank’s SVP, Senior Commercial Loan Officer Yuleisy Montalvo, worked jointly with Lument, who is providing a guaranteed Freddie Mac permanent takeout with a fixed rate to Ludlam Trail Towers upon receipt of its certificate of occupancy (CO). Centennial Bank is a full-service financial institution with branches in Florida, Arkansas, Alabama, Texas, and New York and nearly $24 billion in total assets.

“This project is the culmination of the vision of the elected County officials and administrators seeking to help the most vulnerable in our society, the County Parks Department looking to bring the Ludlam Trail to fruition, the Miami-County Department of Transportation seeking to provide connectivity to the Trail over Coral Way and MV Real Estate Holdings who is contributing private dollars and will ultimately be building and executing on this vision that we believe will be transformative to so many,” said Alex Mantecon, managing partner of MV Real Estate Holdings.

Led by Alex Mantecon and Guillermo D. Vadell, managing MV Real Estate Holdings members, Ludlam Trail Towers is expected to redefine attainable housing solutions in a submarket that has not seen any projects with similar characteristics in over a decade. The funding of this project was a collaboration of private equity dollars and four different funding sources at the County level with financing provided by Centennial Bank who provided the construction loan, Lument who provided a Freddie Mac forward commitment and a Miami-County Surtax gap funding loan. This structure allowed the construction lender to be more aggressive in this challenging environment. The financing teams were spearheaded by JC de Ona and Yuleisy Montalvo at Centennial and Marc Suarez at Lument.

“It is great to see not only the public private partnership step up but also the capital markets to support the development of affordable housing,” said Marc Suarez, Managing Director at Lument.

"We are honored to be part of a project that touches upon so many critical needs in our community and to shed light into a parcel of the population that is often forgotten," said Alex Mantecon, managing partner of MV Real Estate Holdings. "There is no doubt that Ludlam Trail Towers will redefine urban living in Miami-Dade County for the elderly while at the same time creating a one-of-a-kind amenity in the Ludlam Trail linear park to be enjoyed by all."

The 64 rental units development composed of two buildings with four and five-story will encompass 760-square-foot one-bedroom, one-bathroom units to 1,000-square-foot two-bedroom, two-bathroom residences. The towers on either side of Coral Way will be connected by a pedestrian bridge that spans over Coral Way and will be a part of the Ludlam Trail.

The project will leverage its exclusive location with direct access to the Ludlam Trail linear park and include a multipurpose room available for the public, allowing residents to interact with them while allowing them to participate in fitness activities. The property is located along the Ludlam Trail, a 6.2-mile multiuse public trail running north to south from Miami International Airport to Dadeland Mall. It will connect with the Underline and circle back to Downtown Miami, thus creating 16 miles of uninterrupted trails inside our urban core.

“Our seniors struggling with rising costs across the board deserve access to safe and affordable housing," said Commissioner Kevin Cabrera. "I’m excited to see the construction of the Ludlam Trail Towers, which help the seniors of our district live out their golden years with dignity. Looking forward to continuing to work with our partners on initiatives to tackle our community’s housing crisis.”

The Ludlam Trail Towers is one of the many scheduled residential projects for the trail as part of the redevelopment of the abandoned railroad track. Additional projects on the trail include a 312-unit apartment complex on the Bird Road Node also led by MV Real Estate Holdings in partnership with Altman Companies and Mattoni Group, an 84-unit workforce housing complex on 8th street, and a 950-unit apartment building with retail stores, and a dog park on 8th street as well; every project is currently in different phases of development.

First Florida is the General Construction company responsible for Ludlum Trail Towers with an expected completion date by the summer of 2024. Reservations will be available starting spring of 2024.

Now complete and open to the public, the project’s first phase encompasses two residential towers with a total of 733 apartment units.

A joint venture between Miami-based real estate developers 13th Floor Investments and Adler Group has completed the first phase of Link at Douglas, a 7-acre master planned development that has transformed Miami-Dade County’s Douglas Road Metrorail Station into a mixed-use transit hub at the confluence of Miami’s Coral Gables and Coconut Grove neighborhoods. Now complete and open to the public, the project’s first phase encompasses two residential towers with a total of 733 apartment units – the 312-unit CORE and the 421-unit CASCADE buildings – and more than 30,000 square feet of Milam’s Market-anchored retail space. The developers are also completing more than $17 million in public infrastructure improvements, including a fully renovated Metrorail station, and the development of a public plaza that connects with a section of The Underline linear park.

13th Floor Investments is now moving forward with plans for Link at Douglas’ second and final phase, which will encompass an additional two residential towers with approximately 850 multifamily units. Construction of Phase Two is estimated to get underway in late 2023.

Link at Douglas is the latest example of a successful public-private collaboration with Miami-Dade County in which the developers have entered into a ground lease for publicly-owned land in exchange for privately-funded transit and infrastructure upgrades at a critical connection point within the County’s transit system. Link at Douglas’ mobility plan includes connectivity to Metrorail, County buses and municipal trolleys. All told, Link at Douglas is expected to generate $800 million in new revenue for Miami-Dade County over the life of the lease.

“As Miami-Dade County’s population continues to experience rapid growth, we need to come up with forward thinking ways to reduce road congestion and that begins with connecting people with alternative forms of transit,” said Arnaud Karsenti, Managing Principal of 13th Floor Investments. “We’re extremely proud of our partnership with the County with Link at Douglas, which is setting a new standard for urban living in Miami, improving access to jobs, attainable housing opportunities, everyday amenities, and lifestyle-oriented retail for our residents and neighbors.”

The completion of Link at Douglas’ first phase was commemorated at a celebratory event on Monday, February 27, 2023. The ceremony was led by Miami-Dade County Mayor Daniella Cava, Director of Public Works Eulois Cleckley, Commissioner Raquel Regalado, and principals from the project’s development team.

“Link at Douglas is a model for the future of development and mobility in Miami-Dade County. The project will enable more residents to live, work and play without having to worry about traffic or parking, while helping to offset expenses, reduce emissions and promote increased ridership on our Metrorail system,” said Eulois Cleckley, Director and CEO of the Department of Transportation and Public Works for Miami-Dade County.

Boynton Beach City Commission has voted unanimously to approve all agreements between the City, the Boynton Beach CRA and Affiliated Development to advance highly anticipated $80+ million mixed-use, mixed-income workforce housing project, The Pierce. Located west of Federal Highway between Ocean Ave. and Boynton Beach Blvd., The Pierce will offer 16,800 SF of restaurant and commercial space and a minimum of 236 apartment units.

Boynton Beach City Commission has voted unanimously to approve all agreements between the City, the Boynton Beach CRA and Affiliated Development in order to advance highly anticipated $80+ million mixed-use, mixed-income workforce housing project, The Pierce.

Located in west of Federal Highway between Ocean Avenue and Boynton Beach Boulevard, The Pierce will offer 16,800 square feet of restaurant and commercial space, a minimum of 236 apartment units and a parking garage that will include 150 public parking spaces. Affiliated Development was the only proposer that had an agreement with longtime Boynton Beach restaurant, Hurricane Alley, which secured the business’ future in Boynton Beach.

Fort Lauderdale-based Affiliated Development outbid 4 other firms that responded to a RFP in Decemeber 2021 issued by the Boynton Beach CRA, including Related Group. Negotiations have been ongoing since that time and all agreements have been finalized and approved by the CRA Board and City Commission.

“We are community builders and have a track record of working alongside our City and CRA partners to create a transformative projects that increase the quality of life for the city’s residents,” says Jeff Burns, CEO of Affiliated Development. “We have had our eye on Boynton Beach for a while and strongly believe that Boynton Beach is poised to reach its full potential.”

With housing affordability at unprecedented levels, The Pierce will offer 50% of the project’s units at varying workforce housing levels in order to accommodate the overwhelming demand for Class A living at attainable rents. The Pierce’s 8-story apartment building will offer luxury finishes, features and amenities including a resort style pool with private cabanas, state of the art fitness facility, co-work collective and keyless Bluetooth door entry. The Pierce will be built and certified to national green building standards.

Boynton Beach leaders have been setting the stage for this moment for many years. The CRA had assembled over 2 acres of property and received many unsolicited suiters over the years. Instead of moving forward with those proposals, the CRA underwent a competitive process that not only vetted the merits of the project, but the strength of the developer. Affiliated Development specializes in public-private-partnership development and has several completed projects in Broward and Palm Beach Counties.

Affiliated Development’s next step is to begin the land use entitlement process. “If all goes smoothly, we anticipate getting underway during the mid 2023,” says Burns.
