SHVO Wins Approval To Move Forward With The Development of The Raleigh Hotel Masterplan In South Beach
Real estate owner and developer Michael Shvo, chairman and CEO of the NYC-based real estate investment and development firm SHVO, has won approval from the Historic Preservation Board (HPB) of the City of Miami Beach to move forward with the three-acre master plan development of The Raleigh Hotel.
The three-acre site includes the neighboring South Seas and the Richmond, located on Collins Avenue and 18th Street in Miami Beach.
"The Raleigh Hotel is the crown jewel of Miami Beach,” said Shvo. “This approval marks a new milestone in the partnership between SHVO, South Beach and the surrounding community. SHVO will continue to honor Miami's rich history and culture. We vow to play a significant role in the city’s continued growth and transformation.”
The board approved The Raleigh Master Plan to fully restore the three properties and to unify them as one site in order to operate them as a luxury hotel and condominium building, as presented by developer Michael Shvo and his partners. The approved plan includes construction of a new 175-foot oceanfront residential tower designed by Kobi Karp behind the Richmond and South Seas.
The plans, which were submitted to the board in April, will restore The Raleigh Hotel and its iconic pool, and the historic frontage of the Richmond and South Seas Hotels to their original 1941 grandeur, conceived by legendary architect L. Murray Dixon.
Shvo and his team worked diligently over the past 18 months with the HPB and held over 100 meetings with Miami Beach stakeholders to ensure that the proposed plans would maintain the building’s original façades, effectually restoring the streetscape. Shvo describes the redevelopment will restore the existing façades “exactly the way it was when it was originally built.” This includes the removal of the penthouse floor that was added to The Raleigh in 1961, the restoration of the original façades of the South Seas and the Richmond hotels.
SHVO purchased The Raleigh Hotel from Tommy Hilfiger in February 2019 for $103 million and later purchased the Richmond and South Seas for a combined $140 million in August 2019.
Given The Raleigh’s storied history, SHVO is committed to returning it as a cultural beacon for the greater Miami community. Last year, SHVO installed The Raleigh Gardens, an immersive and free temporary installation on the grounds of the hotel, featuring extraordinary sculpture from Les Lalanne.
The Estate Companies Acquires Former Ramada Hotel in Hialeah for $15.25 Million
The Estate Companies (EIG), a leading developer of luxury multi-family projects throughout South Florida, has announced the $15.25 million acquisition of a five-acre site occupied by a former Ramada Hotel at 1950 W. 49th St. in Hialeah. The closing took place August 7th with $11.5 million in financing arranged by LV Lending, a local private lender.
The loan was facilitated by Camilo Niño, Ricardo Uribe and Alen Hernandez of LV Lending on behalf of 1950 Hialeah Holdings, LLC, an entity of The Estate Companies (EIG).
The non-operational 258-room Ramada hotel was originally constructed in 1970 with expansions completed in 1973, 1979 and 1988. The site is located directly adjacent to the Palmetto Expressway and the 103rd Avenue exit, providing extremely high visibility and accessibility.
“We are thrilled with this acquisition as it presents a rare opportunity to own all the fundamentals we look for in an asset,” stated Jeffrey Ardizon, principal, The Estate Companies. “The site is situated on arguably the City of Hialeah’s busiest corridor and main artery. The City of Hialeah is a market with very high barriers to entry, strong demographic support and close in proximity to some of the largest employment hubs in South Florida. In addition, the area offers great walkability with a variety of social, dining and entertainment options, including the Westland Mall, just a short distance away.”
Ardizon added, “The distressed hotel sector has created investment opportunities that firms like ours are ready and able to capitalize on. Not all sites are created equal, and buyers need to be nimble and flexible in order to ensure repurposed assets meet the current market demands.”
“We take our hats off to Camilo Niño and his team at LV Lending who arranged our financing in such a short period of time,” Ardizon added. “They were seamless in their execution and a pleasure to work with on this transaction.”

COVID-19’s impact on the restaurant industry and commercial real estate is beginning to show its ugly face. Just several years after their well received March 2017 opening, Le Sirenuse Restaurant & Champagne Bar at The Surf Club has permanently closed its doors citing the fallout from the COVID-19 pandemic. The Surfside location was the first Le Sirenuse location outside of Positano, Italy, where the original restaurant is located at Hotel Le Sirenuse. Le Sirenuse Restaurant & Champagne Bar at the Surf Club was located in The Four Seasons Hotel & Residences at The Surf Club, at 9011 Collins Ave. The ultra-luxury hotel-condo development was developed by Fort Partners, led by Nadim Ashi and delivered in 2017. The Surf Club Restaurant by Thomas Keller, which is also located at The Four Seasons Hotel & Residences at The Surf Club, remains open.
The Surf Club has been an integral part of the cultural history of Miami Beach since its inception as a private social club in the 1930's. The Four Seasons branded redevelopment led by Fort Partners broke ground in March 2014. The building features a 77 room hotel and 150 residences across three glass towers, two of which are residential and one hotel.

The hotel portion rises 12-stories and the project will also include a 5-story parking garage and a Wells Fargo Bank. RPC Plans $60M Health & Wellness Center At Legacy Hotel & Residences in Miami Worldcenter
Royal Palm Companies, led by Dan Kodsi, have announced that as part of Legacy Hotel & Residences at Miami Worldcenter they will develop a $60 million, 100,000 SF healthcare center. Named Health + Performance, the health and wellness facility will also feature a medical center with ventilators.
Royal Palm Companies (RPC), led by Dan Kodsi, have announced that as part of Legacy Hotel & Residences at Miami Worldcenter they will develop a $60 million, 100,000 SF healthcare center named Center for Health + Performance (CH+P) on the ground floor. It will break ground this fall alongside Legacy, which is across the street from RPC’s Paramount Miami Worldcenter condo tower. This is the latest of a series of medically-integrated real estate projects that have become more prevalent in South Florida.
CH+P aims to create a new operational model by ensuring the entire property meets medical building and design standards that are typically unheard of for a traditional hotel. The health and wellness facility will also feature a medical center with ventilators and medical gas, meaning it will be equipped to combat future pandemics and a variety of health complications. It will also offer surgery rooms, and MRI, CT Scan, Mammography, X-Ray, Ultrasound services. Medically equipped hotel rooms will be available for post-surgical patients and guests at the hotel and unit owners will have access to the healthcare center’s facilities, doctors, diagnostic center and onsite lab.
“Legacy will be one of the cleanest designed buildings you can shelter safely in during pandemics – with access to health professionals, a pharmacy, medical grade air quality and cleaning, food delivery and more,” said Dan Kodsi, CEO of RPC.
The project is tapping into top healthcare organizations to bring CH+P to life, including architecture firm Perkins & Will, healthcare consulting firm Coker Group, and healthcare construction company Vilar-Hoynack.
When complete, Legacy Hotel & Residences will have 274 condominium units and 256 hotel rooms. Other amenities include a sophisticated members-only international business lounge, downtown’s largest hotel pool deck set on one acre, the medical and wellness center and ground floor retail. The tower will feature a highly-anticipated seven-story crown-jewel glass atrium, which will be the largest rooftop atrium for a hotel-condo in the U.S.
Designed for the innovative and cosmopolitan traveler seeking a home away from home, Legacy Hotel & Residences aims to disrupt the condo space by introducing microLUXE living to Miami. The concept will offer homeowners luxury small living with the flexibility to live in or rent their home without rental restrictions, which will fulfill the demand of a rapidly growing and more international downtown core. Residents will have the option to rent on their own or through the tower’s hotel rental program, offsetting carrying and maintenance costs. Legacy’s microLUXE residences range from 400 SF to 949 SF with studios and two-bedroom units.
Sales for the condominium portion launched in November 2019, overseen by Peggy Olin’s OneWorld Properties, with pricing starting in the $300,000’s. Legacy Hotel & Residences is being designed by Kobi Karp with interiors by IDDI.

$800 Million Sale of Second Largest Hotel in South Florida Falls Through
A roughly $800 million deal between Jeffrey Soffer’s Fontainebleau Development to acquire Brookfield Property Partner’s Diplomat Beach Resort Hollywood was called off on May 8 as the effects of COVID-19 on South Florida’s hotel and tourism industries continues to cause havoc.
An $800 million deal between Jeffrey Soffer’s Fontainebleau Development and Brookfield Property Partner’s Diplomat Beach Resort Hollywood was called off on May 8 as the effects of COVID-19 on South Florida’s hotel and tourism industries continues to cause havoc. The 1,000 room Diplomat Beach Resort Hollywood, located at 3555 South Ocean Drive in Hollywood, FL, is the second largest hotel in South Florida following Soffer’s 1,600 room Fontainebleau Miami Beach, whose $975 million CMBS loan entered special servicing in March 2020. Fontainebleau Development is reportedly still in discussions with Brookfield Property Partners and may revisit the acquisition in the future.
The Diplomat Beach Resort Hollywood was first marketed for sale in January 2019 asking $1 billion, $1 million per room. Brookfield Property Partners, which is the real estate division of the Toronto-based Brookfield Asset Management, acquired the hotel for $460 million in 2014 and rebranded the flag from a Westin hotel to a Curio Collection by Hilton. In 2017 Brookfield completed a $100 million renovation and in September 2019 led a $168 million refinancing of the hotel with the funding provided by Morgan Stanley, J.P. Morgan and Wells Fargo.
Fontainebleau Miami Beach's $975 Million CMBS Loan Entered Special Servicing March 30
The $975 million commercial mortgage-backed security loan (CMBS) issued in November 2019 for the 846-room Fontainebleau Miami Beach, located at 4441 Collins Ave., entered special servicing on March 30. When issued the loan was the largest CMBS hotel loan in South Florida.
Fontainebleau Development is reportedly in talks with its loan Master Servicer and Special Servicer to modify the loan terms and documents and was not behind on any payments. CMBS loans, which are secured by a mortgage on a commercial real estate property, are among the hardest to restructure as under the typical CMBS structure. A loan is transferred into a CMBS pool and a Master Servicer administers the loan. The Master Servicer is generally not permitted to enter into a loan modification or restructuring agreement and a Special Servicer is needed to potentially modify or restructure an individual loan in a CMBS pool. When loans are in special servicing the borrower cannot take out new debt or refinance their property.
South Florida’s hotels have bit hit with some of the hardest economic impact from COVID-19 where the industry must meet nearly $4.2 billion in CMBS payments. Miami Beach hotels, motels and short-term rentals were ordered shut on March 23 and have laid off thousands of employees. Fontainebleau Development also owns the JW Marriott Turnberry Miami, Turnberry Isle Marina, Turnberry Ocean Club and The Big Easy Casino in Hallandale Beach.
The Fontainebleau Miami Beach opened in 1954 and was designed by architect Morris Lapidus. The property spans more than 15 acres with 11 pools, a 40,000 SF spa, and 12 different restaurants and bars including Hakkasan and LIV Nightclub. The hotel is made up of four towers including the Chateau and Versailles towers with 846 hotel rooms as well as the Tresor and Sorrento towers with 748 condo-hotel units. It was first acquired by Turnberry Associates for $325 million in 2005.

Miami-Dade Orders All Hotels And Short-Term Rentals To Shut Down Due To COVID-19
Miami-Dade County and the City of Miami Beach have ordered all hotels, motels and short-term rentals to begin immediately shutting down and vacate their guests, with full-closure by 11:59 PM on Monday, March 23. The announcement comes as Miami’s next step in curbing the spread of COVID-19 which has now surpassed 560 cases in Florida and over 123 in Miami-Dade.
The move also comes to help dissipate the spring break crowds, many of whom have written off any care of the virus and are in Miami “to party.”
“Our hotels have always been the lifeblood of our economy, so shuttering them is not something to do impulsively. But right now, as painful as it may be, the reality is we just cannot be a tourist destination,” said Miami Beach Mayor Dan Gelber. “Attracting visitors and tourists is just utterly incompatible with social distancing. For the many amazing operators and employees who are impacted, and the families that rely upon them, we are so sorry that you will feel this most acutely and we will advocate for whatever relief will be available at the state and federal level. These decisions were made collaboratively with County Mayor Gimenez, our City Manager Jimmy Morales and after input from all of our Miami Beach City Commissioners.”
The closures will apply to all hotels, motels, apartment-hotels, hostels, dormitories, and vacation and short-term rentals in Miami-Dade County. Miami Beach will also enforce a curfew from 12 A.M. to 5 A.M. Acqualina Resort in Sunny Isles Beach and Coral Gables’ historic Biltmore Hotel both closed in advance of the announcement as reports of layoffs in the hotel and hospitality industry continue to grow. Last week Miami-Dade Mayor Carlos Gimenez issued an executive order to shut down all non-essential business’ including restaurants, retail stores, nightclubs, casinos, gyms, public parks and beaches.
Bal Harbour Shops has unveiled its fully leased, 200,000-square-foot West Shops expansion, with 30 luxury boutiques and flagship stores and openings continuing through 2028.
